Rusty Lynch 1da3e8203d Create minimal base layer container 
Use a docker multistage build technique to create a container
that only has the os-core bundle, providing the minimal content
required for constructing any Clear Linux base container.

Any containers that use this as a common base and still require
additional Clear Linux content will also need to perform a
multistage build since the os-core container does not include
swupd.
