Saikrishna 8de91a2ba5 Falling back metric-server v0.2.x until we fix HPA w/ v0.3.x (#5) ...

HPA seems to be working with v0.2.x w/ two changes

- Allow access to `nodes/stats` in `resource-reader.yaml`
- Replace arg `--source=kubernetes.summary_api:https://kubernetes.default.svc?kubeletHttps=true&kubeletPort=10250&useServiceAccount=true&insecure=true`
  in `metrics-server-deployment.yaml`
