Kristal Dale 67ca6982ab mixin guide rework 
Overhaul of mixin guide:

- New organization (based on new guide template)
- Updated content (to make current with actual mixin tool)
- Examples have been tested and verified against OS v 27650

Daniela Plascencia d7cd1cc8d6 dlrs.rst: Updates DLRS tutorial 
The Kubeflow and DLRS projects made upstream changes that should be
reflected in the documentation.

This commit introduces the following changes:
    * Kubeflow version 0.3.2 -> 0.4.1
    * 'ks generate' now uses the --image flag so DLRS prototypes receive
      image names as parameters
    * Replacing ” with "
    * Installing the kubeflow/tf-training registry as it's required for
      deploying TFJobs
    * Replacing kubeflow/core with kubeflow/common

Kristal Dale 88a09a22f6 Contribution guideline reorg and clean up 
- Reorg content into 3 pages for collab guides: overview (collaboration.rst),
structure and formatting, and writing guide.
- Simplify content, including removal of definitions/guidelines provided by
our listed resources, simplification of wording and examples.
- Add in quick ref section for our updated BKMs
- Update the README installation instructions
- Clarify different methods of contribution
