Peter Seiderer ec2ee79ec1 package/libtomcrypt: compile with -fPIC to enable linking to dynamic libraries/exectuables 
Fixes:

  .../x86_64-buildroot-linux-gnu/bin/ld: .../host/x86_64-buildroot-linux-gnu/sysroot/usr/lib/libtomcrypt.a(md5.o): relocation R_X86_64_32 against `.rodata.str1.1' can not be used when making a shared object; recompile with -fPIC

when building a shared library that links with libtomcrypt. Our only
internal user dropbear doesn't do this, so there are no autobuilder
failures.

CVE-2019-17362:
"The der_decode_utf8_string function (in der_decode_utf8_string.c) does not
properly detect certain invalid UTF-8 sequences.  This allows
context-dependent attackers to cause a denial of service (out-of-bounds read
and crash) or read information from other memory locations via carefully
crafted DER-encoded data."

Baruch Siach 73e1f9b0a4 libtomcrypt: fix headers installation path 
libtomcrypt installs its headers by default in /usr/local/include under
the staging sysroot. This path is not in the default search patch of
some toolchains. This breaks the build of dropbear. Set the PREFIX make
variable to fix that.

While at it, split the long install command for better readability.

Baruch Siach 2f25654504 libtomcrypt: fix build without wchar 
GCC defines wchar_t even when wchar support is disabled in uClibc. The
LTC_NO_WCHAR macro triggers a local definition of wchar_t that conflicts
with the GCC defined one. Remove LTC_NO_WCHAR to avoid that.

Adam Duskett 5dccd7249e package/lib*: fix wrapping of Config.in help text 
The check-package script when ran gives warnings on text wrapping
on all of these Config files.  This patch cleans up all warnings
related to the text wrapping for the Config files starting with
lib in the package directory.

The appropriate indentation is: <tab><2 spaces><62 chars>
