Now that we document _CPE_ID_VALID, and that it shall be used instead of
setting a default value to one of the other _CPE_ID_* variables, change
all of the existing packages to use it, to avoid any error when we later
extend check-package to validate the sanity ofthe _CPE_ID_* variables.
Mechanical change done within the reference container, running the new
check in check-package, to report the CPE_ID errors:

FOO_CPE_ID_VALID really ought to be an internal implementaion detail.
Packages that really want to trigger their CPE defintitions really
should set one of the actual variables to a meaningful value.
There are two CPE-related variables that we could chose to set to
replace FOO_CPE_ID_VALID: FOO_CPE_ID_VENDOR and FOO_CPE_ID_PRODUCT.
Between those two, _VENDOR more often diverges from the default than
_PRODUCT does, so that's what we use.

All the packages in this list have the following properties
* units are provided by buildroot in the package directory
* the SYSTEMD_INSTALL_INIT_HOOK is exactly equivalent to what the
[Install] section of the unit does
The fix removes the soflinking in the .mk file

For early microcode loading, there is no need to install the individual
microcode files to /lib/firmware - So make that optional.
Let the option default to y for backwards compatibility, and select it from
iucode-tool as the init script relies on the /lib/firmware files.

The big "intel-microcode.dat" text file is gone. Only binary files are
provided, in the "intel-ucode" directory. Install it at /lib/firmware/,
like linux-firmware does, and update the iucode-tool init script to use
that path.
We don't install the microcode under "intel-ucode-with-caveats", since
it needs special commits in the Linux kernel (see "relnotes" for more
information).
Tested on an equipment with Intel C3000 processor.

We want to use SPDX identifier for license strings as much as possible.
SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.
This change is done by using following command.

The iucode-tool package needs the argp functionality, which is
provided built-in by glibc, but not by uClibc and musl. In uClibc
configurations, it correctly selects the argp-standalone package to
compensate this, but forgets to do so in musl-based
configurations. This commit fixes that by selecting the
argp-standalone package, and adjusting the dependency in the .mk file.

As discussed, users should use a rootfs overlay or a post-build script
instead of a custom skeleton to override files installed by Buildroot,
so there is no point in having conditions when installing init scripts
or configuration files.
