Following an email exchange with Conrad Sand, one of the maintainers of
the project, I learned that version 9.900.2 has been moved to
https://sourceforge.net/projects/arma/files/retired/.
This patch fixes the package download error, waiting for a subsequent
patch that will restore the previous URL to bump to a more recent
version.
Adding the .RETIRED suffix to the downloaded tarball generated the
following error:

which required the addition of ARMADILLO_EXTRACT_CMDS to be fixed.
Finally, it was also necessary to modify the tarball's hash.

armadillo can use lapack or openblas as BLAS provider. LAPACK support is
optional.
This patch
- adds an _ARCH_SUPPORTS variable to check if one is available
- adds an option to choose lapack or openblas as BLAS provider
The choice is required since applications may potentially need lapack.

Commit d2b52cebf3 disabled clapack on MIPS
platforms, to fix an autobuild failure (unfortunately, the results are no
longer available). The argument was:
"Disable this package for MIPS because it needs IRIX headers and
libraries."
Nevertheless, today compilation on MIPS seems to work fine. Testing was done
with test-pkg (armadillo depends on clapack):

Manual build tests were also done for mips32r2 with gcc 4.9.x and gcc 7.x,
and for M5150 with gcc 7.x (Buildroot-built toolchains in these three
cases).
Also building and running on Octeon III, using the toolchain provided by
Cavium Networks / Marvell, works fine.
Not seeing any problem (but also not understanding the original problem),
re-enable clapack (and armadillo) on MIPS. If any problems would pop up in
the future, they should be investigated in detail and a more fine-grained
solution should be taken than disabling on MIPS altogether.

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for MPLv1.0/MPLv1.1/MPLv2.0 is MPL-1.0/MPL-1.1/
MPL-2.0.
This change is done using following command.

Following the removal of eglibc support, this commit replaces all
occurences of "(e)glibc" by just "glibc". Most of the occurences are in
package Config.in comments.
In addition, when the form "an (e)glibc ..." was used, it is replaced by
"a glibc ...".

Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:
$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))
so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.
