Convert build system to a single Makefile
...
This alleviates issues with flags not propogating to the plugins which
in turn leads to undefined symbols when coverage is enabled during the
test suites.

data: No longer make defaults file readably to owner
...
This file at present contains no content, and it would be up to the admin
to override with a local secure configuration. Perhaps in future we will
check the permissions for the site file when collecting data that is better
being secure.
This fixes issue #14
