Takuto Ikuta 51ed8ad6b7 infra/config: Remove luci.recipes.use_python3 experiment

Python3 is used by default in recipes now and this config is not
necessary anymore.

This branch contains configurations for BoringSSL's CI and CQ. To modify, edit main.star and then rerun ./main.star to regenerate the generated files.
